On October 22, 2003 the Dallas City Council approved an amendment to the March 2001 Right of Way ordinance and Pavement Cut and Repair Standards Manual which controls all pavement cuts and excavations made in the City of Dallas on city streets and alleys.
The technical standards governing all pavement cuts and excavations in city streets and alleys are provided in a manual.
The amended Right of Way ordinance requires that any one who would cut the pavement of a recently constructed or reconstructed or resurfaced city street which has an asphalt surface provide a slurry seal or micro-surfacing treatment for the street block in which the cut has been made. A recently constructed or reconstructed or resurfaced street is defined to be any street which has been constructed or reconstructed or resurfaced within the past five years.
