The MOWmentum Funds Program was designed to encourage participation in improving a portion of the public right-of-ways by providing a partial reimbursement of  eligible expenses incurred while implementing a MOWmentum Agreement.

The City of Dallas may provide a one-time reimbursement for a portion of the eligible costs for landscaping.  The City's financial participation in any single eligible MOWmentum Agreement is limited to one-half of the eligible costs or $10,000, whichever is less.  If the adopted site is within a low to moderate income area, currently eligible for Community Block Grant funds (view CDBG map), the City may provide financial reimbursement for up to two-thirds of the eligible costs or $10,000, whichever is less.  Funding may be provided for no more than three projects sponsored by the same group per fiscal year.  All reimbursements are dependent upon the availability of funds.

To be eligible for funding, the Sponsors must have the potential to provide for the costs incurred for landscaping the public right-of-way area.  This includes trees, plantings, contracted labor for landscaping, irrigation systems, etc.

Please note that landscaping improvements in the right-of-way area immediately adjacent to private property, commonly known as the parkway, are not eligible.  In addition, monuments, purchase of permits, dumping fees, and any recurring costs, (i.e. water, electricity, etc.),  city, county or state taxes on items purchased for the project, purchase of warranties, and insurance on items purchased are not eligible for reimbursement.

All work must be completed within six months of the agreement date, and all necessary itemized invoices, receipts and copies of cancelled checks should be submitted within the same time frame.  Also, the attached Reimbursement Application should be submitted along with the Letter of Agreement and the set of plans.

No reimbursements will be provided for expenditures made prior to the date of the approved adoption agreement.

No adopted location may be funded more than once.

No funding will be provided for any subsequent adoption until the previous adoption is satisfactorily completed.
