Stormwater - Billing Information

Summary of Storm Drainage Management Fee Changes (10/01/08)
In October 1991, the Dallas City Council approved an ordinance establishing a Stormwater Drainage Management fee that applies to most of the property within the Dallas City limits.  This fee supports the Stormwater Management Program's efforts towards City of Dallas compliance with the State and Federal regulations concerning to stormwater.

This fee appears on your monthly water bill and supports programs related to Stormwater Quality and Floodplain Management as follows:

Stormwater Quality

  • Monitoring water quality of Dallas creeks and lakes
  • Cleaning and maintaining the trash racks at pump station sumps along the Trinity River
  • Providing educational programs, training and materials about stormwater pollution prevention
  • Inspecting permitted industrial facilities and construction sites for compliance with permits
  • Sampling to identify illicit discharges to the stormwater system
  • Pickup, storage and disposal of abandoned hazardous materials from drainage areas
  • Other related activities

Floodplain Management

  • Cleaning and maintaining storm drain pipe system
  • Cleaning and repairing storm drain inlets
  • Limited cleaning and maintenance of the creeks and natural drainage corridors, including erosion control
  • Cleaning and maintaining the river levees
  • Inspecting fill activities in floodplain areas
  • Other related activities

 

Effective October 1, 2008, the Storm Drainage Management Fees (also known as the stormwater fees), were revised.  The City has revised the method used to calculate these fees so that it provides a more equitable way of distributing the costs of these services.

The fee structure still uses a tiered approach for residential properties. The primary difference is that a runoff coefficient will be applied to residential, as well as vacant and commercial properties.

Stormwater runoiff coefficientThe runoff coefficient is multiplied by the gross square footage of each lot to approximate the total impervious area of a lot. The impervious area generally includes roofs, driveways, sidewalks and other hard surfaces where the stormwater will run off, rather than soak in. The amount of stormwater runoff generated by a property depends on the overall size of the lot, and the amount of impervious area present.

 

The runoff coefficient is given to certain land uses to determine projected stormwater runoff. Coefficients vary by landuse and property type, and range from 25% for parks and vacant land, to 45% for residential properties, up to 95% for parking lots.

Residential Rates
For residential billing, the monthly fee is based on the square footage of the lot multiplied by a calculated runoff coefficient of 0.45. Similar to the previous rates for residential properties, there is a five-tiered system, however, it is now based upon the calculated impervious area of the property (the following rates are effective as of 10-01-08). Monthly residential fees are based upon the calculated impervious area as shown below:

The vast majority of residential customers will not see any increase from their Fiscal Year 07-08 rates.

Rate Information for Commercial and Vacant Properties
For vacant and commercial property, the monthly fee is calculated based on square footage and a runoff coefficient. The monthly charge for vacant and commercial properties has increased from $.0794 per 100 square feet of impervious area, to $0.1031 per 100 square feet of impervious area.

The formulas for calculating the fee for commercial and vacant properties are:

  • Impervious Area = Gross Area (SF) X Runoff Coefficient
  • Monthly Fee = Impervious Area X $0.1031 divided by 100

These changes were made to reflect a more realistic representation of runoff generated from these land use types. The minimum monthly charge for commercial and vacant properties is $5.00 per month. The maximum monthly fee for vacant lots is $56.15 per month.
