Assistant Director of Communication Services
(Network, Telephony, Radio and Audio / Visual)

The City of Dallas, Texas is currently seeking an Assistant Director of Communications Services, to direct and manage all aspects of the City’s communication systems. Responsibilities include internal services for installing and maintaining the City’s voice, data, audio / visual, E9-1-1 and radio communication systems; to develop policies pertaining to the operations of communication systems; promote policies and procedures to ensure communications interoperability for users of the City’s radio network and trunked radio system; to oversee the delivery of communication services to City departments; to lead technical and professional staff; to maintain proficiency in all communication technologies used by the City; manage network communication related projects and work in a team environment to address technology support demands; consult with City executives and City business departments to analyze, recommend and implement solutions for addressing network communication needs; to develop and manage the revenue and expense budgets for the Communications Division; and to perform related duties as assigned. This position will report directly to the Chief Information Officer for the City of Dallas.

Education / Experience / Licenses / Certifications:

  • At least ten years of progressive responsibility managing a large complex environment of communications technologies that includes voice, data, radio (RF/Microwave), WiFi, and audio/visual.
  • A bachelor’s degree in computer science, information systems, business administration public administration or related field is required.
  • Expert knowledge of ITIL service processes.
  • A minimum of five years of experience in design, engineering, installation, maintenance, testing and repair of radio systems, including Trunked/Conventional VHF, UHF and 700/800 MHz, and voice and data communication system architectures, Public Safety Radio Systems, Microwave Subsystems & Communications Tower Sites development;
  • Expert familiarity with APCO P25, Motorola and Harris trunked LMR systems.
  • At least 5 years experience managing E9-1-1 communication systems serving PSAP operations.
  • At least five years of experience planning, developing, and managing departmental expense and capital budgets.
  • At least ten years of experience directly managing people, including hiring, developing, motivating, and directing people as they work, and management of staffs greater than 50 is desired;
