The City of Dallas is seeking an experienced person to serve on the executive team of the City Manager. The position of Assistant City Manager shall oversee multiple departments through subordinate department directors to monitor completion of performance objectives established by the City Manager. This executive level position shall be responsible for ensuring compliance with operating and capital budgets. As a member of the executive team, the Assistant City Manager shares responsibility in developing and interpreting policy guidelines and represents the City before various professional, citizen and business groups to educate and promote City initiatives.
The City is seeking candidates with strong local government experience managing a diverse staff in a multi-cultural environment. The ideal candidate will be a well-rounded executive with extensive knowledge in all areas of municipal operations including finance, public works, economic development, enterprise operations, public safety, and public relations. The City is seeking candidates with strong planning and administrative skills, including the development, presentation and management of a budget similar in size and complexity to the City of Dallas. The new Assistant City Manager shall possess a strong working knowledge of council-manager form of government.
The new Assistant City Manager will be expected to provide strong visionary leadership to the organization and be able to instill a spirit of teamwork in the organization. The successful candidate should be an effective delegator with a proven ability to empower and motivate other members of the team. The City is seeking candidates who can develop long range strategic plans and articulate a vision for positive change. The new Assistant City Manager will be forward thinking with exceptional collaboration skills. In addition, the new executive team member will be a visible, approachable individual who is energetic. Strong conflict resolution skills and ability to negotiate contracts will be paramount.
Candidates will have a reputation for having strong interpersonal and communication skills, with an ability to communicate complex technical matters to a broad range of non-technical people and an ability to communicate effectively with elected officials, city staff, news media, vendors and the general public on matters related to city government. In addition, the City of Dallas is looking for a person who takes initiative and has a track record as a creative problem solver who can anticipate problems, develop innovative solutions, and effectively present recommendations to the his/her superiors. The successful candidate should be able to independently plan and execute complex projects in an environment of multiple agencies and be politically savvy.
Candidates must have a Bachelor’s degree in business or related field and ten (10) years of executive level management experience. Municipal experience in an organization of comparable size and complexity to the City of Dallas is desired. A Master’s degree in business or public administration is highly preferred.

The City of Dallas is currently seeking an experienced person to fill the position of Director for the Office of Environmental Quality. This position is appointed by the City Manager, serves under the direction of the Assistant City Manager and is responsible for managing a department of 30 employees with an operating budget of $1.4 million. The OEQ office will is responsible for managing the various environmental regulatory programs of the City and monitoring compliance with applicable environmental laws and regulations including the Clean Water Act (National Pollutant Discharge and Elimination System and Oil Pollution Act), the Clean Air Act, The Texas Emissions Reduction Program, the Resource Conservation and Recovery Act (Waste Management), and the Toxic Substance Control Act (Asbestos, PCB’s). The OEQ is responsible for the ongoing maintenance of the City’s Environmental Management System (ISO 14001), pollution prevention activities, Green Dallas Initiatives, public outreach on environmental issues, developing and carrying out education and training for employees, providing assistance and support to other City departments and coordination of environmental committees.
The Assistant City Manager will expect the new DEQ to address a number of significant issues during the first twelve to eighteen months of employment. The following items are representative of those issues.
- Maintain our citywide ISO14001 certification.
- Continue efforts to refine, implement, and report the City’s progress on its sustainability plan.
- Work with regional and statewide partners on air quality issues.
Monitor and assist with legislative initiatives on the state and federal level on environmental issues.
In addition, the City is seeking candidates who meet the following criteria:

The ideal candidate will have a strong commitment to environmental quality and an understanding of the role of the Director of Environmental Quality in an organization like the City of Dallas. He/She should have excellent planning, analytical, and organizational skills. The ideal candidate will have a strong commitment to exemplary customer service for both internal and external customers. The DEQ should be a decisive leader who is able to delegate effectively and hold people accountable for results, a self-starter who has the ability to multi-task, and be very tenacious in achieving results. The ideal candidate will possess excellent interpersonal and communications skills and be able to relate to a diverse community and staff.
The position requires a Bachelor’s Degree, but a Masters Degree in a science-related field such as Engineering, Environmental Science, or Biology and at least six years of progressive experience in managing environmental compliance programs. The City is seeking an individual with broad technical knowledge of environmental science and all applicable regulations including ISO 14000; strong leadership; communication; and interpersonal skills. The individual must have an established track record for effectively working with state and federal agency personnel, citizens, community groups, other City departments, and the media. Preference is for a person who has the ability to direct the environmental affairs of the City and achieve environmental objectives, investigate and analyze the environmental condition of the City, and educate City departments and employees on the environmental regulations.
