The Long Range Planning Division is responsible for long term land use planning within the City of Dallas.  This division consists of two main functions:

forwardDallas! Implementation: The forwardDallas! Comprehensive Plan was adopted by City Council on June 14, 2006.  It was developed though a public process involving thousands of citizens and establishes a citywide vision, policy guide and implementation program for future growth and redevelopment.  forwardDallas! Implementation is done through an annually updated two-year work program.  The work program includes targeted area planning efforts focused on strategic growth areas.  It includes planning efforts to create new programs and regulations needed to realize the forwardDallas! Vision.

Neighborhood Preservation focuses on protecting and maintaining the unique character of particular areas and buildings.   This is done through establishing and monitoring Historic Districts and Conservation Districts. Historic Districts protect areas and buildings that are demonstrated to have historic significance based on guidelines established by the U.S. Secretary of the Interior.  Conservation Districts are established in response to neighborhood interest to maintain the scale and character of an area through special regulations.

Certificate of Appropriateness

Certificate of Appropriateness Certificates of Appropriateness (CAs) are required before exterior work (including landscaping) can be undertaken on City of Dallas Landmarks or on structures in Landmark districts. Minor changes generally require only staff approval, but substantial alterations require approval of the Landmark Commission, which meets the first Monday of each month in City Hall, Room 6EN, Council Chambers. Contact the Historic Preservation Staff to determine whether your proposed work will require staff review or Landmark Commission approval. The main number is 214/670-4209.

Standard Certificates of Appropriateness for Historic Preservation will be processed in the Development Services Department located in City Hall, 1500 Marilla, 5BN. However, the Building Inspection Division now processes Routine Certificates of Appropriateness in the Oak Cliff Municipal Center located at 320 E. Jefferson Blvd., Room 105. The main number is 214/948-4480, and press ‘1’ for Zoning. Any Zoning Plans Examiner will be available during office hours from 2:00 p.m. to 4:30 p.m., Monday through Friday.
