  • Review the RTC Sustainable Development Program call for projects
  • Review City selection process identify projects recommended for submission to NCTCOG
  • Review project selection schedule
  • Request Committee endorsement of recommended projects

Sustainable Development
Projects and Programs
  • The Sustainable Development Program is intended to promote development types that reduce the overall demand for transportation infrastructure
  • The RTC allocated $40.61 million for the 2005 Sustainable Development Call for Projects -- $28.02 available in the Eastern Subregion that includes Dallas

Sustainable Development
Projects and Programs
  • Funding goals:
    • Rail: walking distance to current or potential future station location
    • Infill: developed area with a concentration of unemployed persons, high emitting vehicles, or low income households
    • Infill: historic downtowns with multiple contiguous street block frontage of pedestrian-oriented developments
  • Projects located in “Areas of Interest”

    • Each public agency limited to $28.02 million in total project sponsorships
    • 80% RTC and 20% local

Transportation Infrastructure
Rules for Sustainable Development Call for Projects
  • No individual infrastructure project can exceed $7 million
  • Zoning must be in place by 1/20/06
  • Letter of support from active private-sector partner is required
  • Public agency support is required
  • Improvements must be related to mobility
  • Council resolution endorsing selected projects is due within 90 days of RTC decision

Planning Programs
Rules for Sustainable Development Call for Projects
  • No individual planning project can exceed $300,000
  • Planning effort must develop a foundation necessary for a future project to be eligible for a Sustainable Development call for projects
  • No private sector partner is required

Land Banking
Rules for Sustainable Development Call for Projects
  • Land banking is intended to provide a mechanism to acquire/assemble property for a sustainable type development in the future especially near transit
  • No more than 20% of available funding will be allocated to land banking projects
  • No individual land banking project can exceed $8.1 million
  • Individual meetings will be required with land banking applicants after 1/20/06
  • No private sector partner is required
  • Council resolution endorsing selected projects is due within 90 days of RTC decision

Project Development Process
  • Interdepartmental committee set up to guide project development process
  • RFPs developed for each funding category to solicit proposals from the private sector
  • Proposals reviewed and ranked according to established criteria to facilitate selection of recommended projects
  • Committee recommendations completed and applicants notified of results

  • NCTCOG issued call for projects 10/17/05
  • City Request for Proposals released 11/16/05
  • City Pre-Proposal conference 11/29/05
  • Proposals due to City 12/12/05

    • Trinity Project Office

Results of RFP Process
  • City received a total of 26 proposals:
    • Infrastructure: 11 proposals received and 8 recommended
    • Planning: 10 proposals received and 7 recommended
    • Land Banking: 5 proposals received and 2 recommended
  • Committee coordinated with DART on their project review
  • Committee developed five additional planning studies for submission
